BEACHWOOD, OH – September 30, 2025 – Saber Healthcare Group is proud to announce the appointment of Zach Shamberg as the company’s first-ever Chief of Government Affairs. This newly created role underscores Saber’s commitment to strengthening its advocacy efforts and ensuring the highest quality of care for residents in the skilled nursing and long-term care sector.
Shamberg brings more than fifteen years of experience in government relations and public policy, with a distinguished career that includes serving as President & CEO of the Pennsylvania Health Care Association (PHCA) and leading successful legislative campaigns on Medicaid reimbursement and reform. He will be responsible for leading Saber’s engagement with federal and state government partners, advocating for policies that support the long-term care sector, and enhancing Saber’s reputation as a leader in healthcare nationwide.

“We are thrilled to welcome Zach to the Saber team,” said Bill Weisberg, CEO and Founder of Saber Healthcare Group. “The long-term care landscape is constantly evolving, and it’s more critical than ever to have a dedicated leader focused on policy and advocacy. Zach’s extensive experience will be invaluable as we continue to champion our residents and staff in state capitols and Washington, D.C.”
In Shamberg’s new role, he will work to advance Saber’s mission by promoting policies that address key issues such as reimbursement, workforce development, regulatory alignment, and funding for quality care.
“I am honored to join Saber Healthcare Group at such a pivotal time,” said Shamberg. “Saber has a strong reputation for its dedication to patient-centered care. I look forward to working with Bill Weisberg and the Saber team to advocate for the resources and policies needed to ensure the well-being of our most vulnerable population.”
During his tenure at PHCA, Shamberg and his team led provider members through significant legislative and regulatory victories, including historic Medicaid reimbursement increases and one-time funding infusions, the successful passage of legislative initiatives, the defeat of a 4.1 PPD staffing mandate, and the expansion of workforce initiatives across the long-term care continuum.
Shamberg will begin his role at Saber on Wednesday, October 1.
