Historic new policy secures more stable Medicaid reimbursement; company commits to wage and benefit investments for Pennsylvania employee
BEACHWOOD, OH – Saber Healthcare Group, a leading provider of skilled nursing services across Pennsylvania, Ohio, Virginia, North Carolina, and Delaware, today commended Pennsylvania’s general assembly and governor for the establishment of a .86 floor on the Budget Adjustment Factor (BAF), which is used in the state’s nursing home Medicaid reimbursement formula.
The BAF floor, which was signed into law as part of the overall 2026-27 state budget by Governor Josh Shapiro, sets a guaranteed minimum funding level for skilled nursing providers, protecting facilities from steep reimbursement swings tied to quarterly budget adjustments. For Saber, which operates 43 skilled nursing facilities across the commonwealth, the change provides greater certainty for staffing, capital investment, and most importantly: resident care. Saber’s advocacy for the BAF floor included coordination with SEIU Healthcare PA, consistent with the terms of the two organizations’ Alliance agreement. Saber and SEIU engaged Pennsylvania lawmakers during the budget process, presenting a united voice on behalf of caregivers and the residents they serve.
“This is a historic victory for Pennsylvania’s long-term care residents and the hardworking staff who care for them every day,” said Bill Weisberg, founder and CEO of Saber. “A stable reimbursement floor means we can plan ahead, invest more confidently in our workforce, and continue delivering the quality of care our residents and families expect and deserve.”
Alongside the policy announcement, Saber has confirmed it will extend new wage investments to its Pennsylvania workforce – including both union-represented and non-union employees. While Saber’s collective bargaining agreements do not require these increases, the company said the decision reflects its commitment to recognizing the contributions of all frontline staff.
“Every caregiver on our team, regardless of union status, plays a role in the quality of care we deliver,” said Weisberg. “We wanted this investment to reflect that – our workforce deserves to receive the benefits of a policy win like this one.”
Details on the scope and timing of the investment are being shared directly with employees.
